Former St. Louis City Police Officer Denied Chance for New Trial

A St. Louis City police officer who sued a number of other police officials, claiming they made him the scapegoat for the beating of a mentally impaired, African-American teenager, will not get a new trial, the 8th U.S. Circuit Court of Appeals said Tuesday.

Former Sgt. Thomas Moran sued the department officials after they suspended and demoted him following his 1998 acquittal on charges of assault and excessive force against Gregory Bell, a mentally impaired, African-American teenager who police mistook for a burglar in his own home.
